It is with tremendous sadness and beautiful memories that we announce the sudden passing of Robert States on July 28, 2026, at the age of 71 years.
He is predeceased by his wife, Juanita States (nee Patterson); mother, Evelyn States (nee Johnson); and lifelong best friend, Ken Markell. Leaving to mourn with broken hearts, are his cherished daughters, Angelise States (Duncan Wallace) and Alexandra States (Liam Morrissey); beloved grandson, Felix States Morrissey; loving partner, Elaine Markell; siblings (Warren, Rita, Anthony, Nelson and Wanda); and father, Eugene States. As well as many other dear family and friends.
Originally born in Halifax, Robert’s family moved to Toronto when he was a young child. Being the second eldest of six, Robert was a natural born leader with an adventurous spirit. Qualities that propelled him to join the Royal Canadian Army Cadets at age 13, in turn leading him to join the Canadian Army Reserve. These foundational experiences would lead him to his true vocation as a police officer with the Toronto Police Force, for which he served 33 years, retiring at the rank of Sergeant in 2009.
As a young adult, Robert was an outstanding athlete, excelling in track and field. He was an active young man who enjoyed solo camping trips, teaching martial arts classes and repelling expeditions. Robert enjoyed working with his hands, maintaining some version of a workshop throughout his life. If something needed fixing (or building), chances are he could fix it (or build it). From tinkering with computers to renovating bathrooms to roofing an entire house, he was a genuine handyman. Robert loved movies (especially old Westerns), music (Motown frequently being played at all hours), a good BBQ and quality time spent with family.
Robert held many titles over the course of his life (son, brother, husband, partner, friend, undercover detective, sergeant), but the most important to him was “Dad” and, more recently, “Gramps.” He was the type of person you could always count on, for anything. He is remembered for his quiet strength and generous heart. He will be deeply missed, forever loved and always remembered.
Visitation will be held on Thursday August 6th from 2-4 p.m. and 7-9 p.m. at Carnell’s Funeral Home, 329 Freshwater Rd. St. John’s. The Funeral Service will be held on Friday, August 7th at 11 a.m. at the Carnell Memorial Chapel.

It is difficult to find the right words to describe the loss of Robert States. Robert was not simply a friend and colleague; he was someone who had a profound influence on my life and my understanding of what it meant to be a police officer.
When I arrived at 31 Division, Robert took me under his wing. He taught me, by example and through his friendship, what it meant to be a Black police officer in the Toronto Police Service. I will always be grateful to him for that.
Robert and I also shared some pretty special experiences representing the Toronto Police on the Superstars Team. We competed — and won — at the Toronto Police Games at the CNE, and then took that competition down to Detroit, where we competed at Tiger Stadium. Those were great times, filled with competition, laughter, camaraderie and a sense of pride in representing the Service together.
But Robert was much more than an athlete and police officer. He was one of those rare people who seemed capable of doing almost anything. He could build things like complete houses, create computer programs that, frankly, often worked better than programs produced by the Service itself and write like an academic. He had an extraordinary combination of practical intelligence, creativity and determination.
And Robert stood up for his friends. If you were fortunate enough to have Robert in your corner, you knew it. He was loyal, direct and never afraid to speak up for the people he cared about.
Robert was a fantastic athlete, a talented writer, an accomplished police officer, a gifted problem-solver and, above all, a good man and a good friend.
I had been looking forward to seeing Robert again in Toronto and spending some time together. I never imagined that the opportunity would be taken away so suddenly.
I will remember Robert not only for what he accomplished, but for the people he touched and the lives he influenced — including mine.
Rest peacefully, my friend. You made a difference in my life, and I will never forget you.
It’s been hard to figure out what to say… Uncle Robert’s passing rocks and entire system for which he was the anchor. The impact is devastating. My deepest sympathies to Alex, Angelise, his siblings, Curtis, and the rest of the family. And gratitude to you, Uncle Rob – Thank you.

When my family moved into our home, it was Robert who spent time assuring us with our renovations. Robert jumped in to assist us — he repaired floors and then laid our tiles. Imagine, this was how one of his vacations was spent: job done, and back into uniform, taking up his best. Although distant geographically, Robert, like the dutiful big brother he was, would be checking in and offering support to those who needed his assistance.
The brother, father, uncle, friend — whatever your relationship with Robert — his passing will be noticed. He was a big presence that you knew was there to “guide and protect.” The Toronto Police slogan “To serve protect” certainly resonated when Robert was near.
To Mr. States, Warren, Rita, Nelson, Anthony, and Wanda; to Alexandra and Angelise; and to all who knew him — I offer my condolences at this difficult time.. although It may take some time to come to a place of peace and understanding with his passing, know that Robert is in all of you, now and forever.
Robert, rest easy — I’m sure you’ve joined that other States family angel, your Mom.
I worked with Bob in 31 Division the Jane -Finch area. I was proud of him because he didn’t back down on crime fighting even when there was strong backlash. He was a great guy and I liked dropping into his monster home on Lake Wilcox near me in Richmond Hill.

As I started writing this the words would just not come to me. I was very choked up when my wife gave me the advice to just speak from the heart. For that I’m forever grateful.
Robert was probably the kindest man I have met in my lifetime. He lived a few houses down from my house. We would say hello to each other but one evening while out for a walk with my daughter Robert stopped and and asked does your daughter want a bike. It was kind of strange that this strange man would stop his van and asked that question. But I’m so glad he did because that question turned into a wonderful friendship. After that we became coffee buddies every single day. And for that I’m am truly honored to have called Robert States my friend. We had so many conversations together about our careers. Both military men. Robert was the kind of person that when he walked in a room you knew there was something special about him. And I and many of you have the honor of knowing just how special he was. Alexsandra and Angelise your father worshipped you. There wasn’t a day that went by that he didn’t talk about you. Alexsandra when your dad told me you were pregnant. He was so excited. And when Felix was born you made you dad the happiest grandpa we ever saw. Every time we went to Tim’s he would show me pictures of Felix and you could see how happy he was. Angelise your dad talked about so much and in that proud dad voice he would tell me about every marathon you ran, your running club how happy he was that you met Duncan. He loved helping both of you remodel your new homes. It gave him such happiness to know his girls were going to be successful.
To Warren. I’m glad you were here in your families time of need. Your brother cared deeply for you. He was full of pride when he would talk about you and how good you were with your students. He knew that you had given each child a wonderful foundation to start their education.
Elaine. I’m so glad you and Robert were happy these last few years. There was a gleam back in Robert. He spoke very highly of you. He loved you very much. And I hope you find solace in knowing that you meant the world to Robert.
My condolences to the States Family during this unexpected time with the passing of Rob. I had come to known Rob while serving with him on the Police Force and the Army Reserve in Toronto. Rob proved to be an exceptional individual who grew to be an outstanding instructor and friend.. Having known him for many years, it is sad to see him pass and he will never be forgotten. RIP Robert.

I have known Robert for 57 amazing years. He was an incredible friend and much more Robert was our family, Barbuto family. We will always cherish the memories we shared and Robert will never be forgotten.

I am terribly saddened to hear of Bobby’s passing. His mentoring skills with me were exceptional both on the road in 31 Division where I first started & on the range, where we shared a passion for shooting. Bob was a leader and someone I looked up to. My sincere condolences to his family and friends. He will be deeply missed. Rest in Peace.
When we learned through our neighbour (Ted) that Robert was taking on contracting jobs in his retirement, we hired him to do some renovation work on our house. This continued over several years and we became good friends. He told us about his life in Toronto and his career with the police force. Robert was tremendously proud of his daughters. His great desire to leave them a written account of his life and heritage led to a new passion for genealogical research and even archiving trips to the United States. He lived a full life and he will be greatly missed by everyone who knew him. Our deep condolences to his family and friends.

I offer my condolences to Robert’s family and friends. I worked with Bob on the 31 Division Area Foot patrol where the locals referred to him as “The Bounty Hunter”
Bob was a conscientious hard working officer who earned the respect of his co-workers and the people he served. Bob loved his family and always served the TPS with honour
I (Ted) knew Bob for more than 25 years, beginning when he started to visit St. John’s regularly for family reasons. Later, after moving here, he did a bunch of renovations at our house. Bob was an intelligent, thoughtful, and grounded person with strong values and great integrity. He always had time for a chat or a beer, and had a great sense of humour — usually witty and wry. He was full of rich stories. Over the years he gave me such good advice on matters ranging from life to the kinds of screws to use on our deck. He adored and was so proud of his daughters. We will miss him in our life. Condolences to all his family and friends, especially to special daughters Alexandra and Angelise.
I was a new recruit at the Toronto Police college when Robert took us under his wing , i knew immediately that we were blessed to have him. He had such great passion for policing , fantastic story teller . His heart was in the right place . His spirit will live in our hearts forever, he had such a great impact on everyone he came across . I know he is at St. Peter’s gate doing parade .

Worked with Bob on the Public Order Unit of TPS. Bob had a natural talent for teaching and putting his points across. When my son Steve was interested in joining the job as a cadet, I asked Bob to take him under his wing and give him insight on how best to make the cut. Bob never hesitated and as a result, Steve was hired and is still on the Job today as a sergeant and realizes it was Bob that gave that hand up and made his career. Bob States, a well respected individual and police officer. Rest Well Sir.
I had the pleasure of working with Bob towards the end of both of our careers, at 40 College Street, TPS HQ. Bob was always a solid guy, and would go out of his way to help anyone. It is sad to see him gone at this time, he was still young. My thoughts and prayers are with Bob’s family and friends
I retired from 11 Division just before Robert came as a Sergeant…..I always heard the very best from members current and retired about Robert…Ironically Roberts brother Anthony was my postman in Halifax…Best wishes to Roberts Family..
Robert entered my life when he walked into my grade ten classroom at Brockton High School. It’s been a wonderful and rich friendship ever since in which my student taught me a great deal.
In addition to the on-going list of Robert’s many accomplishments, he was an active genealogist, tracing his family’s roots several hundred years in the past and writing eloquently about it. This also is part of the rich legacy he leaves for his family.
To Alexandra and Duncan, Angelina and Liam, and especially young Felix, also Elaine, my wishes are for you to get through this shocking moment and that eventually you will have more wonderful memories than sorrow.

I was relatively new to the Metropolitan Toronto Police Force back in 1981. I met Robert at various times during my career; he was the perfect description of a Professional Police Officer. Not one to suffer fools gladly, he had a soft heart and a great personality with a dry sense of humour.

Robert helped my partner and I repair siding on my house about 5 years ago and he was like a gentle giant to me. Soft spoken and kind hearted. A wonderful human being. He told us a few stories about his life and beamed when he spoke about his family. My condolences to his family. May he rest in peace.
